I've heard in the past that a lot of ski areas use November 1st as the start to their financial year which is why you see a lot of areas mention 11/1. There is money budgeted after that date, and not much available before that. Also when you bring staff back you want to make sure they get full time work instead of a couple days in October and then lay em off again for a little.

No idea if Sugarbush follows that financial year but it does make sense.
