Usually, I'm not much of a grammar cop. Indeed, most would classify me as a habitual offender. However, when I get a message from Sugbarbush proclaiming "2-3 Feet Forecasted!" I begin to wonder who gets hired to compose these things. Shouldn't it read "2-3 Feet Forecast!" or even better "2-3 Feet in the Forecast!"

Perhaps I'm just a bit bitter because I'm killing time in the aiport trying to get to a meeting that is taking me away from the coming bliss.

I think you've answered your own question.

Sounds fine to be... just some colloquial word omission...

Fully it would read "2-3 Feet Have Been Forecasted" or just "Two to three feet forecasted." Forecasted is used as an adjective there, I'm pretty sure it's perfectly acceptable.
