In what sense is the report "live" (or honest) when it says a closed lift is open?

Maybe you were allowed to sit on the chair but it wasn't going to bring you to the top. That would be "open" right? There's nothing in the fine print that guarantees that the chair is turning.
I think that should be the new policy. You are allowed to load on any open chair. It just might not move.
